The HEC is establishing four universities of engineering sciences and technology in collaboration with consortia of universities of Italy Austria Germany and China at Karachi Lahore and Islamabad. The aim is to establish world class engineering educational institutions having quality of education and research on par with their counterpart institutions in other countries. The HEC has adopted a proactive policy of encouraging the sponsors in the private sector to establish or strengthen universities and institutions to make them high quality seats of learning. Under the public-private partnership (PPP) programme the School of Engineering Sciences is being established at Lahore University of Management Sciences (LUMS). In the outgoing financial year an amount of Rs18 billion was allocated to the Higher Education Commission (HEC) for development projects.</p>

Among the important tasks he set for himself is improving the quality of education of the colleges in rural area. There are 85 colleges that recorded less than 25 per cent pass results and as one of the steps to improve their condition he wants the expertise of the campus to be utilised for these colleges. &#8220;I want to visit all the rural colleges within a year and understand their difficulties. Faculty from the campus can be provided to them if needed&#8221; he said on assuming charge. &#8220;Human resources is the strength of AU and funds may not be problem as long as we have expertise&#8230; Sripada Sumitra of AU College of Law is his research guide. Annapurna has been awarded Ph. in chemical engineering for his thesis &#8220;enzyme catalysis in non-aqueous media for production of flavour esters&#8221;.</p>
